The first crisis: drought

In the beginning, there was the drought. Just as there was in the case of northern Uganda. And as in Uganda, as throughout East Africa, the drought of the 1980s turned once sufficient resources scarce, and transformed heretofore relatively amicable neighbors into competitors. As the drought dragged on, it became increasingly bloody. The drought is such an important turning point in the disintegration of relations between the Arab nomadic tribes and the sedentary African tribes that it is tempting to agree with UN Secretary General Ban Ki-Moon’s assessment that access to water will alleviate the struggle and thus the bloodshed:

You all know that the conflict in Darfur began, long ago, in part because of drought. When the rains failed, farmers and herders fell into competition for an increasingly scarce resource. The decisions of man to wage war over these precious natural resources further compounded other factors and challenges.

But the fact remains. Lack of water, and a scarcity of resources in general, has contributed to a steady worsening of Sudan’s troubles. As part of the solution, the Government with international assistance will have to ensure that the people of Darfur have access to vital natural resources— water being chief among them. The UN stands ready to assist in this effort.

I realize this all sounds very practical and down-to-earth. It is. If you were hoping for high-minded declarations of global principles, I may have disappointed you. But that is the point. As Secretary-General, I would like to look only for results. Tangible action, solutions you can see and touch, measurable progress. After all, who can eat or drink only words?7
